The old ISTQB Foundation Level 3.1 exam is no longer available, so the answer is easy: You should take the current version 4 exam available from ASTQB & AT*SQA. See the ISTQB Foundation Level preparation resources, and register for your ISTQB Foundation Level exam at our official ISTQB exam provider AT*SQA.

Exam fees for those passing the exam include your listing on the official U.S. List of Certified and Credentialed Software Testers™ and for ISTQB exams, the ISTQB SCR, plus extra AT*SQA-only career benefits Testing Tiers® ranking points and inclusion in the AT*Work list of testers for hire. You must register through AT*SQA to get all of these extra benefits.
